| About the Position: This position reports to the Director, Environmental Health and Safety. The role of this position is to perform professional emergency management duties to strengthen university-wide emergency and disaster resiliency and meet institutional emergency management goals. The position guides the university towards a higher level of readiness through a variety of activities including formation of partnerships across the university and within the local community. This is a permanent, half-time position. This position is part of the Public School Employees of WWU bargaining unit. New employees are required to meet the membership requirements of the current collective bargaining agreement within 30 calendar days of employment. |

Position Responsibilities:
- Perform professional level emergency management duties under the general direction and guidance of the Director of Environmental Health and Safety.
- Perform a variety of professional level tasks in the development, implementation and delivery of emergency management services, such as, plans, exercises, education, training, recovery, business continuity and emergency operations functions with full responsibility for the delivery of services. NOTE: Work assignments include the four phases of emergency management (preparedness, mitigation, response, and recovery).
- Develop, prepare, guide, deliver and/or coordinate emergency management-related training, educational materials and activities and/or presentations.
- Develop, prepare, evaluate, and/or coordinate written emergency management planning documents in support of University emergency programs and integrate documents into the University’s Comprehensive Emergency Management Plan.
- Coordinate emergency management programs, projects or activities (or portions thereof) internally and with other state agencies, local jurisdictions, federal agencies, and the private sector.
- Perform liaison activities with identified internal and external partners, such as local, state, and federal personnel, community members and contractors, in support of WWU emergency management programs as guided by the director.
- Develop and maintain positive, professional working relationships with members of the campus community and fosters cooperation among employees and students.
- Develop and maintain positive, professional working relationships with members of the local community.
- Research and accurately interpret related local, state and federal codes, regulations and findings for the development of recommendations and consults with the director and other staff members for implementation.
- Maintain appropriate records and files within existing office procedures, both manually and using a computer.
- Provide the Director with information and reports on the current status of activities, findings, recommendations, and the means of implementation of all activities.
- With the Director’s guidance, review information, analyze and evaluate data, and prepare reports concerning emergency management issues.
- Comply with WWU policies and procedures, state laws and state regulations as required to successfully accomplish the duties of this position.
- Use computer hardware and software, such as Microsoft Office suite, to advance the university’s emergency management goals.
- Alter daily work schedule as required to fulfill position duties without advance notification.
- Develop, implement and monitor financial, mutual aid or other agreements between the University and other public or private entities.
- Assist with applications for State or Federal emergency-related grant applications and grant-related budgetary, financial and other monitoring or tracking as determined by the Director.
- Review engineering and architectural drawings and specifications for building renovations and/or new construction for compliance with emergency management issues.
- Perform other emergency management activities as determined by the director.
- Supervise lower level staff.

Required Qualifications:
- Bachelor’s degree.
- Two years of professional experience in emergency management or other aligned field, such as planning, engineering, project or program management, environmental planning or management of claims, contracts or grants.
- Additional qualifying experience will substitute, year for year, for the educational requirement.
- Qualifying experience includes: directing, coordinating, monitoring and evaluating a project or program having a specific goal to be achieved within a specific time frame. A Master’s or Ph.D. degree will substitute for one year of the experience requirement.
- Have excellent writing skills, high level organizational skills, be able to initiate and take projects to completion, and be able to work collaboratively within a diverse community.
- Excellent computer skills

Preferred Qualifications:
- Experience working in the emergency management field.
- Degree in emergency management, emphasis in emergency management or related topic, certificate program completion in emergency management, or course work in hazards mitigation planning, emergency management, disaster resiliency or related topics.
- Training in the National Incident Management System.
- Experience using the Incident Command System.
